'The best setting' varies for everybody so there isn't one certain answer I think.

I use 1024x768 on 85Hz with Hq3x and Triple Buffer. All below 85Hz is disturbing for me.And I'm sticking with 1.50 and it doesn't have that bottom line. You can also use it if you're annoyed with that.
