Well, is have a SNES Paint Program to draw a picture and save as ''SMC''?

If you mean doing graphics hacks for games, there's plenty of tools and stuff out there for that. You'll need to do some research yourself, though, as it's a large subject beyond the scope of a forum thread. Look up ROM hacking.

I think he wants a tool to make a slideshow RAWM.

The game doctor SF7 has this feature that lets you view images from a disk as a slideshow (they must be formatted to specifications, of course). It was pretty neat.
