There is no C/C++ implementation of it yet, so it won't be possible. There is an unreleased HLSL pixel shader variant, but I believe it still requires external textures at this time. Not to mention a newer video card. And a high-end one if you want fullscreen scaling with it. (That's the case with all pixel shaders, not just the phosphor shader. They're quite demanding.)

If anyone knows Matlab and can port xythen's version over, that would be great and we could add that to any willing emulator.
