What utilities do most developers use to translate roms? I'm guessing some kind of hex editor as well as some utility to decompress the rom information and compress it. Probably a tile editor and some utility to to make tables. If anyone know the specific names of good utilities to translate. I checked romhacking.net but could not locate any hex editors specified for snes games to translate.
I pretty much need to know the utility name and what I will need it for (i.e. utility x used for decompressing game data).

That's because hex editors are not system specific. A hex editor works with any system. Windhex is probably the only hex editor geared somewhat toward the SNES specifically, but it can still be used for other systems.
