Patching Roms with translation patches

If anyone can help me out and show me how to patch roms w/ the translation patches i would really appreciate it.

I have that Rudoras game. I cant patch the friggin rom, I renmaned the .ips file the same as my rom and NOTHING changed. I'm using linux so this might be the problem I don't know. Please help.
