I notice if I turn on a 2x effect, triple buffering, or vsync, I get some delay when I press a key. So much so, that it severely affects the gameplay. I've tried it with every backround program turned off, but I still have the issue. It is especially noticable in platformers.
Some relavent information:
-2.8ghz Pentium VI with HT turned on
-512mb of PC3200
-Creative SBLive Value!
-Radeon 9600 Pro 128mb
-Refresh Rate locked at 60hz
-Roms forced into NTSC mode
-Frameskip set to 0 with Autoframeskip turned off
-No programs running in backround

Yes, I'm using a Gamepad, and it turns out, that's what's causing the delay.
I'm using a EMS USB2 adapter, PSX -> PC adapter, I've had nothing but trouble with it, lol
Are there any other adapters you guys might suggest I use? For PS2, or PSX controllers?
This was a false conclusion.

I did another test, and it seems both the gamepad and mouse lag. I would imagine this is an issue with Direct Input. How do I fix the latency problem, if that's all it may be?

Seems that with Triple Buffering enabled, DirectInput was lagging. Keyboard was fine.
I turned off Triple Buffering, and everything is fine. I still have vSync, and HQ2X enabled, and have had no troubles.
Triple Buffering definately sped' things up, but why would it cause the lag? Take into consideration my specs are fairly adequate to run the software.

You may be on to something there illegal eagal, I shall do some immediate tests to try and conclude the source of this problem. First I shall try various Catalyst drivers, and reply with the results probably 16 hours from the time of this post since I'm signing out and heading to bed. Any suggestions of what else I should test, throw them on the table.
