Game Controller order in XP

I am at a total loss here, so I hope someone can help me out. I have Saitek P2600 which I use as my main controller. Whenever I plug in another game controller (in my case, the Logitech Precision), the default controller ID is overwritten by the Logitech controller.

I've looked on Google, most sites claim that you should plug in the controller in order to obtain the order you want. Doesn't matter here. Second, under Game Controllers in the Config Panel... you can choose from a preffered device, so I pick my Saitek. No luck, whatsoever. I've tried several emulators including ZSNES but it seems my Saitek is always second now and that can sometimes mess up my configurations.

Lastly, I tried a program called 'JoyIDs' to actually change the ID of the controllers. But it's using the order of ID#1 and ID#2 instead of beginning on ID#0. Dead end.

So, does anyone know a solution to this ridiculous riddle?

Use different USB ports. Controllers are generally listed in port order.
Why yes, my shift key *IS* broken.
