My friend and I both have comcast - can we use UDP?

We both forwarded the ports correctly, turned off firewalls, etc., we can both connect to someone else using UDP, but not each other. I read that some ISPs (the person actually gave Comcast as an example, and that's what we have) block users on the same subnet from directly connecting, so is there anything we can do to connect using UDP, or will we always have to use the slightly laggy TCP?
