frames per second (request)

i was wandering if you could make so you can view the fps while having frame skipping / emu speeds adjusted from there defaults

default settings
fps / emu speed
eg: auto / 1x

new settings
fps / emu speed
eg: 3 / 4x

as this would help in determining whether using a filter and frame skipping or no filter and no frame skipping is better

for instance you might only need to engage in a frame skip of 1 to get decent speed results with the emulation which is what i would do rather then turn off the filter. however if the frame skip needs to be set to 2 or higher then thats to jerky for me and id turn the filter off.

anyone else agree that this feature should be implemented
