I use 800x600 since my monitor (Dell 2001FP LCD) has a native resolution of 1600x1200. I don't see any degredation in image quality when I'm running it at half the native resolution.

The response time of an LCD cannot be changed. It's a function of the hardware itself. That would be like trying to change the memory capacity of your RAM. The only way to do that is to buy a new stick. If you want a faster response time, you have to buy a monitor with a faster response time.

If he's saying that it happens on his laptop too, then it is most certainly a response time issue. Laptop LCDs are notoriously bad with blurring on moving objects, and depending on the make of the LCD the same problem could be occuring.
