It is supposed to allow any latency you need. It uses a big sound buffer but it can rewrite any part of it -> http://0pointer.de/blog/projects/pulse-glitch-free.html But I'm not sure if you can specify your needed latency when using the ALSA API... Mednafen does a pretty good job with the ALSA back...

I just tested it with...gasp... Pulseaudio.

Setting Pulse as the default engine produces latencies of a almost a second, while accessing it via SDL (which uses Pulse, as well), makes it work like a charm.

Well, TextEdit (on my Mac) displayed a few garbage characters where umlauts should have been. However, TextWrangler displayed it correctly and claimed to have detected UTF-8.

Sure, but PulseAudio is a pretty big change and many people complained because of its rather large CPU usage/decreased stability compared to the few noticable improvements it provides. Well, anyway, you can almost always run problematic apps through OSS.
