Reset the game after the code input. Also, check if the codes are for your ROM version. certain codes are for different ROM versions. (like Megaman X 1.0 and 1.1)

Edit: Damn! How I could forget to help you? Connect your gamepad, open zsnes, and select Keyb/Joystck. Now clic Set Keys, and set all the buttons of the device.

Also, there's no such thing as Zsnes 1.37. It says "Zsnes 1.36 CVS" because it's not an official release, it's just a Work In Progress version (WIP)

I think is a game bug. Sometimes disabling the music makes it work. Zsnes 1.36 official DOS version runs it well.
