NSRT can do this. you should ask there. Also, you need to select an option that renames the files and select a compression option, this is to prevent compressing roms without changing the extension.

Use NSRT to see if you have a valid copy of TOP. You have to test against an UNPATCHED copy of TOP though. Very likely you did not read the readme for TOP to apply the correct patch (there are patches for both interleaved+not-interleaved versions). In any case, you really don't need to hardpatch......
