Try changing the order of controllers in the windows game controllers panel, you can use the JoyID tool for that. Perhaps it will help.

I made shortcuts once that worked 100%. They were like

Press Down,Release Down
Press Down-Right, Release Down-Right
Press...

No separators and worked like a charm, perhaps you have to experiment a bit.

Many laptops have a power saving feature that lowers CPU speed when running on battery. Look in the BIOS and/or Windows power management how to disable this.
