Ah man, I remember that game, and while I can't remember the name of the god damn game, I do remember the setting, and it's definitely a kid.

.. A man, I remember I got a cd full of snes roms inside my laptop, in case of an emergency, it's called "The Twisted Tales of Spike McFang (Chou Makai Taisen Dorabochan in Japan)" shamelessly stolen from wikipedia.
