Even more confusing since they recently relaunched the Apogee brand as a second company.

Apogee is still around, 3D Realms isn't.

It is unclear at this point if anyone from 3D Realms is involved in NeoApogee, though it's been made clear they aren't in management positions.

I want DNF to just die. Vaporware of the century! Duke3d was so awesome DNF would never have topped it even if all the years it was in limbo were actually spent working on it.

Yup, someone will either pick it up, or just buy the rights and shovel out some cheaply produced crap game. Either strategy will probably result in PROFIT.
