Hi. Your application and documentation claims that the fast forward key is tilde (~), but I think it is backquote (`).
The (US) QWERTY keyboard layout requires the use of Shift for tilde, namely with Shift+backquote.
I haven't checked the code, but based on ZSNES' behavior, I'm pretty sure the keycode that triggers fast forward is backquote, and Shift is simply a modifier that may or may not be active.
