I doubt that immensely. I think it has more to do with finger placement... I at least rest my thumb nearer to the B/X. Hence it's faster to choose what you want by a a second or so.
Or so that's my reasoning for a change the companies made.

I have no clue what the deal is with the SNES colors though. It's probably due to idiotic reasons similar to the difficulty changes in some games...
The colors made the controller seem more toy-like by comparison to the Sega Genesis. I'd say that's why they changed it.
I really can't say why they redesigned the control deck. It looks like ass compared to the SFC and Euro SNES. When I first got mine in '93, I thought that it was the most beautiful console ever made!
If I recall, they used a different plastic in order to conform to certain safety standards in the US. They might have had to change the deck in the process.
