Remapping multiple keys to 1

I want to play super metroid so that whenever I push the key for left or right, it automatically pushes the dash button as well so I'm not constantly having to hold the dash button. The gba metroid games have it set up so that when you move left or right, you're auto dashing and I want to set up super metroid like that too.

I can only map the dash button to one key, and I want to map it to both left AND right keys simultaneosly. Now how can I do this with either the emulator, or even some function of windows xp. Thank you.
