HOW? It makes a folder called "ExpandedSetup" and you guys aren't smart enough to go there and take a look at what the first exe did?
I was expecting an ISO file, not a setup file to start the damn thing. I should have phrased it a bit better.

also don't forget he could have gotten a legit *.iso for free, and chose to pay

Turns out you can make an ISO using the unpacked files from that Digital River installer. Follow the guide and you'll have a working Windows 7 disc. I tested it myself and it works.
