Could someone please upload this? it is tons better then the gay one introduced in Vista and not improved since, in 7.

Why not just use Audacity?

Yeah, the sound recorder in XP can't really do anything that other free programs can't do better.
But if you really want it, here you go.

+1. Don't forget to obtain the LAME MP3 DLL so you can make MP3s as well.
