Is there an emulator out there or anything that will let a windows user and a mac user play SNES games on netplay together?

Not at the moment I think. Though, if+when ZSNES gets Netplay reimplemented, it would probably work for OS X as well. This means however you willll need to run a OS X and an x86 processor. Please don't ask when Netplay will be implemented though.
