General consensus in the comments is that it's not by Nintendo because of Sonic sounds and images from Yoshi's Island.

Still, it made me chuckle.
The opening is the first episode of Captain N, dubbed over. The rest is made of of various clips from Captain N, the Mario shows, etc, and some edited images, all dubbed over.
